Grant Management Services

HGA’s experience in disaster recovery includes supporting state and local communities in leveraging funding sources such as the Community Development Block Grant (CDBG) Program, Public Assistance (PA) Program, Hazard Mitigation Grant Program (HMGP), and other federal, state, local, and private funding sources to support expedited and complete recovery. HGA is unmatched in our capability to use innovative approaches to leverage grant funds to their maximum extent as evidenced in our capability to effectively distribute over $1B in CDBG-DR funds throughout Louisiana and our staff’s leadership in the largest HMGP grant ever awarded using global match and global cost benefit approaches.

Highlights of HGA’s grant management experience include:

  • Supporting the State of Louisiana in the administration and management of approximately $1.4 billion in CDBG-DR funds for 357 concurrent projects in parishes, school boards and fisheries affected by Hurricanes Katrina and Rita.
  • Providing project management and consulting services for 73 infrastructure projects in eight parishes affected by Hurricanes Gustav and Ike totaling approximately $123 million in CDBG-DR funding.
  • Assisting New Orleans in providing justification to FEMA and HUD to ensure the community is able to receive the maximum amount of funding available to support reimbursements for recovery by assessing the status of 681 recovery projects funded by approximately $1.5 billion from various funding sources.
  • Assisting local governments across Louisiana with the administration of over $84 million in HMGP funds for critical infrastructure and homes.
  • Providing technical assistance to the Louisiana Department of Health and Hospitals pertaining to the $32 million HMGP for generators.

  • HGA provides monitoring services through the full range of project execution: HGA’s engineering division offers a full range of construction administrative and management services. Additionally, HGA’s dedicated staffing division allows resources to be seamlessly scaled up or down based on project demands.   • HGA is currently the GOSR’s program manager for NYC’s Hurricane Sandy Recovery. As the program manager for their NYRCR and Infrastructure Programs, HGA is overseeing a combined federal recovery of more than $1.2B across the FEMA PA, CDBG-DR, and HUD grant funds.
  • In addition, HGA served as program manager for the FEMA Public Assistance (PA) Match Program for hurricane Sandy which provided federal match funds required by FEMA for local governments that utilized FEMA PA funding.
  • Working with the Office of Community Development Disaster Recovery Unit (OCD-DRU), HGA provided consulting services for the program administration of approximately $1.4 billion in CDBG-DR-funded projects in those parishes affected by Hurricanes Katrina and Rita.
  • Assisting local governments across Louisiana with the administration of over $84 million in HMGP funds for critical infrastructure and homes.
  • Working with key officials from Plaquemines Parish Government, HGA is providing consulting services in the areas of administrative support and execution of the Parish’s Hazard Mitigation Assistance Program. FEMA awarded Plaquemines Parish federal monies to implement successful hazard mitigation measures for critical infrastructure and homes affected by Hurricanes Katrina, Gustav, and Isaac.

Monitoring & Reporting

HGA provides Davis Bacon Monitoring services for projects involving labor compliance and payment of prevailing wages. HGA has reviewed well over 200,000 payrolls and has streamlined processes in place for ease of tracking and reporting. HGA’s labor compliance team establishes a systematic approach to ensure labor standards compliance through detailed payroll review, contractor communication, error reconciliation for payments with restitution, and periodic on-site employee interviews.
